The Board may set time limits on the amount of time any speaker can use to address the Board. Members of the public are allowed to make comments about any item not listed on the agenda. If the comments concern an agenda item, they must wait until that item is up for discussion. If you wish to address the Board, please speak to the Clerk of the Board during the meeting and when recognized by the Clerk of the Board address the Board from the podium. Please refrain from interruptions from the audience. The Board can not take action on any item, not on the agenda. Please address the Board as a whole, through the Board President. Individuals will be given three (3) minutes to address the board. Public comments will be limited to a maximum of 30 minutes. 1. Review and Authorize Submission of the Updated Service Area Plan to the Imperial County Local Agency Formation Commission [LAFCO] for approval – The Holt Group
2. Adopt Resolution Number 2026-03 Authorizing the Board President to Sign Agreement Regarding Special District Membership in and Funding of the Imperial County Local Agency Formation Commission – General Manager
3. Designate Board Member to Represent Heber Public Utility District at the Independent Special District Selection Committee – General Manager
4. Authorize Designee to Sign Written Request for the Imperial County Local Agency Formation Commission to Initiate Proceedings for the Representation of Independent Special Districts on the Commission - General Manager
5. Information Only: Fiscal Year 2026/2027 Budget Review – Finance Manager
6. Discussion and Possible Action: Recreational Coordinator Position – General Manager

- Children’s Park Splash Pad will open for the summer season Friday, May 22
- The HPUD Office will be Closed on May 25, 2026 for Memorial Day
- Schools Out Cool Down Event, June 5, 2026 at Children’s Park from 5pm to 8pm
