Engineering Services for the Heber Public Utility District is provided through contracted services with The Holt Group.

The Holt Group was founded in 1984 and is a is a full service consulting firm offering Design Engineering, Construction Management and Inspection, Resident Engineering, Plan Checking, Surveying, Engineering Report and Study Services, Planning, Environmental Assessments, Grant Administration, Grant Writing, Engineering Administrative Support Services and related Professional Services to the Heber Public Utility District.

Planning and Development process in Heber Public Utility District

Building permits for any construction or improvements in the Heber Public Utility District service area, must be processed through the County of Imperial Planning and Development Services Department.  Link https://www.icpds.com/

Once you have applied for a building permit, you must make sure that your permit information is submitted to Heber Public Utility District for review.  The County Building department will forward the permit to our office.  You can contact our staff to check on the status of a permit at 760-482-2440 or at heber@heber.ca.gov

If you are interested in building a new home or subdivision in the Heber Public Utility District service area, you must process your map and plans through the County of Imperial Planning and Development Services Department.  Link https://www.icpds.com/.  The Heber Public Utility District will review and comment on the design and plans for water, sewer, storm drains, fire hydrants and street lights.  The Heber Public Utility District charges a deposit prior to reviewing plans.  After the process has been completed, the remaining balance of the deposit will be returned to you.

The Heber Public Utility District is in the position to acceptnew development in our service area.  We have water and sewer capacity available and we welcome new construction projects in our community.
